2025 MA and Part D Final Rule

CMS released the Contract Year 2025 MA and Part D Final Rule  on April 4, 2024, which outlines new guidelines for compensation to agents, brokers, Third-Party Marketing Organizations (TPMOs) and Field Marketing Organizations (FMOs). UHC is supportive of CMS’s goals of standardization and eliminating bias in agent plan recommendations to help consumers find the plan that best meets their health care needs.  

UnitedHealthcare knows that the final rule is generating a lot of questions. They are currently reviewing all 1,327 pages and will provide more information once their teams have had time to evaluate and understand all the implications. They look forward to sharing more in the coming weeks.

  • UHC knows how important your business is to you, which is why they have our Agent of Record (AOR) Retention policy. This policy honors your current member relationships including the renewal commissions. When an existing UnitedHealthcare Medicare Advantage (MA) member associated to an active selling agent enrolls in another UnitedHealthcare MA plan without a gap in coverage and without using a renewal-eligible agent, the active selling agent will remain their Agent of Record.* For the full list of eligible plans and details on AOR retention-eligible agents, visit the AOR section of the Agent Guide on Jarvis > Knowledge Center > Agent Guide.
  • Are you looking to exit the business and no longer service your members? UnitedHealthcare offers the Successor Agent program, which allows you to transfer a book of business to another agent or agency. *Qualifying Plans include UnitedHealthcare MA/MAPD non-SNP, D-SNP or C-SNP. Any other type of plan switch does not qualify for AOR retention, including Medicare Supplement Insurance, and Individual PDP. Note: Telesales-initiated renewals allow for AOR retention.
