The Centers for Medicare & Medicaid Services (CMS) released a final rule on April 4, 2025, which outlines technical changes to the Medicare Advantage Program, Medicare Prescription Drug Benefit Program, Medicare Cost Plan Program and Programs of All-Inclusive Care for the Elderly (CMS-4208-F).
CMS also released a final rate notice on April 7, 2025, which updates the 2026 payment policy for Medicare Advantage and Part D programs.

As was previously noted, the Centers for Medicare & Medicaid Services (CMS) has rescinded the Emergency/Disaster Special Election Period (SEP) change that was scheduled to go into effect April 1, 2025. This means enrollments using the Emergency/Disaster SEP can continue to be submitted by an agent directly to UnitedHealthcare and agents will not need to redirect clients to 1-800-Medicare.
The Federal Emergency Management Agency (FEMA) may have declared a weather-related emergency or major disaster in your state. Medicare beneficiaries affected may be eligible for a Special Election Period (SEP). You may access marketing materials that comply with CMS marketing requirements on the UHC Agent Toolkit by searching keyword “Disaster.”
UnitedHealthcare Dual Special Needs Plans (D-SNPs) are designed for consumers eligible for both Medicare and Medicaid. Selling the D-SNP product as part of your product portfolio offers the opportunity to reach consumers year-round and support their changing needs.
As a reminder, the new Integrated Care SEP allows a once-per-month election for Full Dual eligibles (QMB+, SLMB+, FBDE) to enroll into a Fully Integrated Dual Eligible (FIDE), Highly Integrated Dual Eligible (HIDE) or an Aligned Integrated Plan (AIP) Special Needs Plan (SNP).
For markets that do not offer the Integrated Care SEP, you can continue to support members when certain events happen, such as a move or a loss of other coverage using the Special Enrollment Periods.
