Special Election Period (SEP) in effect for New York

Special Election Period Notice

Excellus BlueCross BlueShield currently has several Special Election Periods that are available or will be available soon to use in their service area.

MA Organization Termination of Contract

A SEP exists for members of plans who will be affected by a termination of contract by the MA organization. Blue Choice® Access members can use this SEP two months before the proposed termination effective date (1/1/2025) through one month after the month in which the termination occurs. That means that in addition to the Annual Election Period, Blue Choice® Access members will have from November 1, 2024 until February 28, 2025 to select a new plan.

Please note that Blue Choice® Access members will need to select a new plan prior to January 1 or they will be defaulted to Original Medicare on the termination effective date.

Executive Order 28

This is a disaster declaration addressing the “arrival of increased numbers of migrants seeking shelter in the City and State of New York.” After an extension to July 7, 2024, this Special Election Period will now end September 7, 2024.

Executive Order 38

This disaster declaration is a result of hazardous conditions caused by Tropical Storm Debby. The State Disaster Emergency is effective through September 8, 2024, with the Special Election Period ending on November 8, 2024.

You are encouraged to keep the following guidelines in mind when it comes to using SEPs:

  • Individuals are eligible to use a disaster or emergency declaration SEP for enrollment as long as they:
    • Reside in the affected area or rely on someone for healthcare decisions who resides in the affected area.
    • Were eligible for another election period at the time of the SEP.
    • Did not make an election during the above election period due to the emergency or disaster that occurred.
