2025 Pennsylvania Pennie Broker Training Is Now Live!

The free 2025 Pennie Broker Training is available now and can be accessed by clicking this link.

Returning Pennie-Certified Agents must complete the annual certification training by November 30, 2024. There will be no deadline extensions.

New Agents should follow this link and follow the outlined steps to create your Pennie and TrainPA accounts and complete the necessary New Agent Certification Training Modules for Plan Year 2025.

Important Notes

  • Each module must be completed before you can move onto the next module.
  • The exam must be passed with a score of 80% or better to receive the certificate of completion.
  • After you've completed your training, allow 5-7 business days for Pennie to review your account and eligibility.
  • Pennie training is required in order to be commission-eligible for on-exchange enrollment; you do not need to submit your training certificate to Highmark.
  • If you sell in states other than Pennsylvania, you will need to fulfill additional training requirements.
  • Call the Pennie Broker Support team at 844-844-4440 or email [email protected] for additional assistance.

Reminder: 2025 Delaware and West Virginia Marketplace Training Is Also Available

Plan Year 2025 Marketplace registration and training for individuals selling in Delaware or West Virginia is also available for new agents and brokers and those returning who didn’t complete Marketplace training for Plan Year 2024. The optional Small Business Health Options Program (SHOP) training and SHOP Agreement are also available.

If you are a new agent or broker selling in Delaware or West Virginia who does not already have a Centers for Medicare & Medicaid Services (CMS) Enterprise Portal account, follow these steps to create your CMS Enterprise Portal account and your agent/broker profile on the Marketplace Learning Management System (MLMS):

  1. Create a CMS Enterprise Portal account
  2. Request the Agent Broker Training Access role
  3. Complete remote identity proofing through the Identity Management (IDM) system
  4. Complete your agent/broker profile on the MLMS via the CMS Enterprise Portal

All agents and brokers should follow these steps to complete Plan Year 2025 registration and training after they have completed the above steps:

  1. Log in to the CMS Enterprise Portal
  2. Update your information on your MLMS agent/broker profile
  3. Complete the annual Marketplace training
  4. Read and accept the applicable Marketplace Agreement(s)
  5. Print your 2025 Registration Completion Certificate
  6. Confirm your registration by using the Registration Completion List

Throughout the registration process, you can use the Marketplace Registration Tracker to track your progress.

You have two free options for completing your training:

  • Through the MLMS, offered by CMS.
  • Through the CMS-approved vendors, HealthSherpa and INSXCloud. If you choose either of these options to complete training, you must return to the MLMS to complete your registration though you do NOT have to complete the training again on the MLMS.

You can also take the Help On Demand training one business day after you complete your Marketplace registration, training, and agreements. Simply log back into the MLMS to complete this course and participate in Help On Demand! Help On Demand is a consumer assistance referral system that quickly connects consumers seeking assistance with Marketplace-registered, state-licensed agents and brokers in their area who can provide assistance with Marketplace plans and enrollments.
