Allwell: SSA/RRB Premium Withhold in 2019

On April 24, 2019, Allwell was informed by the Centers of Medicare and Medicaid Services (CMS) that requests to change the payment option from Direct Bill to Social Security Administration (SSA) withhold for Allwell Medicare members was processed by CMS, however was not processed by the SSA office. This resulted in premiums not being withheld from members’ SSA benefit check for 4 months (February to May 2019).

Enrollment into the plan was not affected, however members impacted by the issue now have a past-due premium balance from February through May 2019. Because premium withholding through SSA/RRB did not occur and cannot be retroactively deducted from members’ checks, members will need to pay past-due premium amounts to Allwell directly until SSA/RRB deductions are established.

Next Steps
Allwell submitted a new request to CMS to start SSA/RRB deductions effective June 1, 2019 for all affected members. Allwell mailed letters to and called affected members, informing them of the issue and the actions taken to establish automated deductions prospectively for each member. Members will need to pay premiums directly to Allwell for any month that SSA/RRB does not cover.
