2019 LIS Income/Resource Limits
To get extra help in 2019, a member’s total resources must be no more than to $12,890* for an individual ($25,720* for a married couple living together). *These limits do not include the $1,500 per person burial exclusion.
All beneficiaries are permitted a $1,500 per person burial exclusion from their resources. This exclusion can be taken into account by either reducing your resources by $1,500 per person (Medicare & Your Handbook) or by increasing the resource limit by $1,500 per person (Most other Social Security Administration and Medicare documents). Below is a chart showing the resource figures with, and without taking into account the burial exclusion:
Resources include the value of the things you own. Some examples are:
- Real estate (other than your primary residence);
- Bank accounts, including checking, savings, and certificates of deposit;
- Bonds, including U.S. Savings Bonds;
- Mutual funds;
- Individual Retirement Accounts (IRAs); or
- Cash at home or anywhere else.
Resources DO NOT include home, car, household items, burial plot, up to $1,500 for burial expenses (per person), or life insurance policies.

Members are required by New York State law to provide additional information in order
to keep their EPIC coverage. Agents, have your clients complete, sign and return the Request for Additional Information form within thirty (30) days from receipt of this letter. Married couples need only complete one form. EPIC will use this information to apply to the Social Security Administration (SSA) for Extra Help on your behalf. The information you provide on the form will not affect your EPIC coverage.
If at that time you are not already enrolled in Medicare Part D, Medicare will help you enroll in a Part D plan. You will be able to change your plan any time during the year. You will not have to pay a Part D premium and your co-payments could be as low as $2.60 for generic and $6.50 for brand drugs. The information you send to EPIC also will be submitted for a Medicare Savings Program, administered by New York State. If approved, you will receive additional savings on Medicare costs.
